The instruction manual does include setup instructions in Japanese.

The memory card contains a microSD card (8GB) with FMCB installed.

While it can boot on most models,
there are specific models within the SCPH-90000 series that may or may not boot.
For other model numbers, especially slim models, booting on the 70000 series is recommended.
