Embroidered Half-Collar

I thought this was an obi (sash), but when I listed it, I was told it was a han-eri (collar). The seller is a woman, and she was planning to use it for a festival. I'm not sure how to use it. I don't know much about men's or women's items, so I'm not sure.

The length is approximately 110cm when laid flat, and the width is 14cm.
