Marquez? Autographed Shikishi Board

This is a signed item received from a TV personality during an appearance. It is said to be from Marquez, but I searched for Marquez from MotoGP and it doesn't seem to be him.
It is likely from a MotoGP rider or F1 racer who appeared on Japanese television in the 1990s.

I would like to pass this on to someone who is knowledgeable about autographs or can identify it.
Thank you very much! ^ ^
