Kimono coat? Haori for men

Found while organizing my parents' home. I'm listing it because it felt like a shame to keep it stored away.
This item is over 50 years old.
It might be a coat to wear over a kimono, but I'm not knowledgeable about kimonos, so I'm unsure of its exact use.
It features what looks like a nobori kame mon (ascending turtle crest) or mino kame (straw-coat turtle crest) design, with five crests on the front and back.
It appears to be filled with cotton.
Stains and wrinkles are noticeable.
