This is the Kemur Man with a blue Live Sign, which was only manufactured for the first 4 months from June to October 2013.

Initially, the Live Sign for monsters was yellow, and for aliens it was blue or purple.
However, the alien Live Signs were recalled due to reading errors, and from November 2013 onwards, all Live Signs, including those for aliens, were unified to yellow.
