This is an old tonbi coat.
It's very cool, similar to the style worn by literary masters like Dazai Osamu.
The collar has a velour-like texture, giving it a luxurious feel.
(The velour part is detachable)

Condition:
One button on the cape part is missing (will be included),
There are some scuffs on the fabric and lining, and some pilling due to the wool material, but it is wearable and has no noticeable tears.
