Curl Dryer Rotating Dryer National EH867

National EH867
Steam & Dry Curl Dryer.

This is a hair dryer with a steam function, but
it's unclear if the steam function is working.
When water is put in the tank and set to steam, a sound is made,
but no steam comes out like an iron.
The main unit does get warm, however...

Comes with 2 brush attachments, but
there is only one water tank that attaches to the tip (photos 7-9).

[Operation Check]
Confirmed to work as a regular dryer.
Steam function: Unclear if it is working.

[Condition]
