Hob cutter

This item was kept in my grandfather's workshop. It has dirt and scratches.
According to an image search, it appears to be called a hob cutter, but I am unfamiliar with its specific uses, so I am offering it to someone who needs it.
I would be happy to pass it on to someone who knows its intended use or can utilize it for other purposes.
Please purchase only if you understand the condition.
