Scale

This item was found while organizing my grandfather's workshop.
It appears to be some kind of scale, but I don't know how to use it, so I'm offering it to someone who can.
I have not been able to test its functionality, so I cannot confirm if it works properly.
As it is an old item, there are scratches, dirt, rust, etc. overall.
There is also a possibility of missing parts or malfunctions.
Please purchase only if you know its intended use, can utilize it for another purpose, or fully understand its condition.
