BALCO Smoseco Nation Type 9 Move?

This is a non-working item. It does not run even when the mainspring is wound. The balance wheel moves when touched with a fine brush. The two-tone dial gives this watch a vintage feel with its sub-seconds dial. The movement closely resembles Seiko's nation type, but there are no markings, so details are unknown. The case is all stainless steel.
