Since the person is plus-size, the semi-order was designed to have a higher back and front, and higher armpits to make the flesh between the arms and armpits less visible.
Also, the puff sleeves seem to have been originally designed with strong elastic, so they were made with more room than my actual measurements.
If you feel the puff sleeves are too loose, you may want to pinch them at a comfortable point and secure them with a knot.
