Glass product, aquatic plant manufacturing device, antique interior

This item was purchased by my mother at an antique market.
Length: 19 cm
Diameter: 4.5 cm
Two identical items.

There may be slight errors in measurement.

I used it as a single-flower vase, but since it has a cock, it might possibly be a water plant cultivator.

This is an elaborately crafted glass product, with various uses!
There is a black stain? in one spot. It would not come off even when rubbed.
