These are navy blue slacks, skater pants, sold as blazer uniform trousers in the late 90s.
They were worn as work pants.
There are holes inside the left and right pockets, and the seam on the inside of the left hem is undone.
The tag on the back right pocket has come off due to washing.
They have been washed repeatedly and show signs of wear.
The manufacturer is k.yoshihiro.
They have a relatively loose, baggy silhouette, so they are recommended for work or casual wear.
